In Victorian times, in the 1880's women collected pretty pictures and pasted them in scrapbooks. With the increased popularity of the Christmas tree, women used their scraps for tree decorations. By the 1890's printers in Germany added tinsel, angel hair and glitter to scraps, creating what we now call Victorian Scrap Ornaments.
